I followed the steps in this thread (CW won't debug T4240QDS: fails to reset target), downgraded the FPGA version and now CW gives me the above mentioned new error message. I already updated the drivers and firmware for the CW Tap. I'm working on the T4240QDS under Win7 and I try to run the example baremetal project.
Please try a lower JTAG clock speed (now you have 4000 kHZ). If this not help, try to verify the switch settings to be according with the T4240QDS_eabi_README.txt.
I verified the switch settings, they are according to the T4240QDS_eabi_README.txt. Setting the JTAG clock speed to 500/1000/2000 kHz did not solve the problem.
