Bareboard project, select Kinetis L, --> KL25 etc, then Select Open SDA,
then Rapid Application Development, would not allow Processor Expert to

You need at least the Free Community Edition license (free of charge). For MCU10.3 you have to install it manually. See

Thanks for the reply. I copied the text to a file, license.dat and
copied it into the /installpath/mcu directory, but I still can not
enable Processor Expert in new project creation. Did I leave out anything?

so everything is fine for you now?
You should not need to reboot (maybe restart eclipse, but not reboot).
Otherwise: if a microcontroller is not supported with Processor Expert, then I would as well expect that the option is grayed out. But the KL25Z is definitely supported.
Anyway. Good if it is working now on your end. Can you confirm.
