for compile eMIOS code you can use for example:

CodeWarrior Dev Tools for MPC55xx/MPC56xx|NXP

CodeWarrior for Microcontrollers-Eclipse IDE|NXP

or

MULTI Integrated Development Environment

For flash the code could be used debug probes or standalone flashers.

With CodeWarrior could be used these debug probes:

With MULTI IDE could be used
