Hi Liu,
I am not sure whether it is a reason for your issue, but the default P&E_Multilink_USB_Erase_unsecure_hcs12p.cmd file contains reset command prior unsecure.
After reset, the bus clock (source for flash clock) is 6.25MHz. Therefore, you should set FCLKDIV to 5, instead of 16.
Please try correct FCLKDIV value.
If that will not work, please try Unsecure12 tool directly from PEmicro (when you use PEmicro or OSBDM debugger).
