getting "unable to resume target process"

I am unable to debug code in a MC9S08QE32.   I can make another test project project and it will  load and run in the same hardware.

I have tried deleteing the metada folder, doing a "clean" and doing a "generate processor expert code".

I get the same results if I move the project to another machine.  Both machines are using CW 10.6
