USB in-circuit programmer for the MC68HC908JB8

I want to implement a method of in-circuit programming of FLASH memory via the USB for 908JB8 microcontroller (application note AN2398) in my application. Is there a possibility to use the USBICP.sys driver or library ISPdll.dll in my code? If yes, how can I receive the  header files for this software?

AN2398 is incomplete, seems that the WDM used is a third party licensed product valued at 2500EUR (The**con).

I am attempting to work around having to use a WDM Kernel driver and to make it cross platform by using http://libusb.sourceforge.net  http://libusb-win32.sourceforge.net and http://www.icsharpcode.net/OpenSource/SD/  see attached.
