If It already holds firmware, Could I get a clone or a copy from it for testing wise?
The 74HC573; 74HCT573 is a high-speed Si-gate CMOS device and is pin compatible with Low-power Schottky TTL (LSTTL).
This is a very old part and as far as I know now this part is nexperia part
