I've tried all combination of multiple cables, two laptops, Mac OS, Ubuntu, and VS Code and MCUXpresso IDE. I get the same error on all permutations.

I'm following the NXP Getting Started Guide. I've tried several projects and all have the same result.
https://www.nxp.com/document/guide/getting-started-with-the-i-mx-rt1170-evaluation-kit:GS-MIMXRT1170...

I suspect it is the firmware on the board or a hardware issue. Board has 5V power and all LEDs are on.

Any suggestions on how to "factory reset" the board when I can't connect to it?

Note I have an issue open with NXP 00638008 but it's been over a week and no progress.

Dear Daniel Fudge,

Thanks your questions, please make sure if the hardware connection is correct. And I would like to recommend you to use EVK board-debugger CMSIS-DAP instead of J-Link or others hardware debugger to check if the EVK board works well firstly

[Steps]:
1. MIMXRT1170-EVK board power on and Plug in USB cableas below

2. Download SDK: https://mcuxpresso.nxp.com/zh/builder?hw=MIMXRT1170-EVK
3. Install MCUXpreeso IDE and import SDK, e.g, helloworld
4. Build successfully, then flash or debug as below.

Then if the EVK board works well, please refer below to check J-LINK,
1. https://www.segger.com/products/debug-probes/j-link/models/other-j-links/lpc-link-2/
2. https://www.nxp.com/lpcscrypt

Thank you Sam.
Switching to the CMSIS on-board debugger worked.

Note the NXP support directed me to use the JLINK on-board debugger under case 00628622.

I also replaced the on-board debugger with the JLink firmware by installing the J22 jumper but it hasn't made a difference.....
