I am working on a project where I use the MIMXRT1061CVL5B microcontroller. Before we ordered our own sample boards, we experimented on the MC using the i.MX RT1060 Evaluation Kit. The oscillators on our boards don't generate the expected clock signal (they basically don't oscillate, but rather output a DC signal). The difference between our schematic and the EVB schematic in this area is that we didn't place the resistors R28 or R30, we also left pins 2 and 4 floating (see the image below). My question is, could that be the reason why the oscillator doesn't work properly?

The R28 is for the high gain mode of the oscillator. You can leave it not populated.
We recommend adding R30, to get a reasonable osc, startup. Please chek the below excerpt from our MIMXRT105060HDUG.
Probably the missing R30 is generating a long startup time. Reference for this can be found on our application note AN32080
