How to flash two binary at a time durring production time

Hi,

1) how to flash two binary files at a time at different location( custom bootloader (0x70100000) and application program(0x70000000)) location.   Note : Application is XIP  header enabled

2) or How to merge two binary file  into one file in different location3)
