So Parameter Register's   Frame Size is only going to be 5 at most, even if it has 4 bits, right?

Parameter Register shows what max. Frame Size is implemented in

that processor silicon sai module. In other processors silicons it may have other values.

Parameter Register's (read only) shows sai configuration implemented in that processor:

for example FRAME (Frame Size) =5 : The maximum number of slots per frame is 2^FRAME: 32

This corresponds description for SAI Transmit Configuration 4 Register (TCR4):

"FRSZ -The maximum supported frame size is 32 words."
