J-LINK can not connect Imx8qxp-CM4 through JTAG

I want debug imx8qxp-cm4 using J-link ,but J-link can not find the device.

i am sure the SEGGER patch is installed(iar_segger_support_patch_imx8qx.zip).

i run J-link commander(use JTAG) ,the result is:

when i use cJTAG,the result is:

i measure the TDO pin without connecting anything ,it is 0.8V .when connect J-Link， it is 0V.

seems it is required authenticated FW to allow the debug (SCFW loaded first to enable debug).
From attached sect.5.1.3 "Run an example application" Getting Started with MCUXpresso SDK for
i.MX 8QuadXPlus.pdf (included in SDK_2.5.0_MEK-MIMX8QX), pay attention to:

"Make a bootable SD card with the SCFW (System Controller Firmware) image.
See Section 6.3, "Make a bootable SD card with System Controller Firmware (SCFW)""

Thank you for your reply，I tried the method you mentioned.but it does not work.

i build SCFW use " imx-scfw-porting-kit-1.0.tar.gz"(make qx B=mek R=B0),

but it does not work too.The results are the same as before.
