I am afraid that I did not completely understood your question. Could you provide me more details?
Need to use QSPI mode to burn the program on the burner sounds to me that you are saying the you need to setup the RT1021 programmer into QSPI mode or that you need to set the RT1021 into QSPI boot mode before flashing your application. You can flash the RT1021 without being in QSPI mode, in serial downloader mode for example, however to see the application running on the RT1021 the QSPI mode is required.
