IFC_OE signa is always low

Hi All,

We have a custom T1024 board with DDR4 and MAX 10 FPGA. We are able to flash 4 boards out of using Code Warrior tool. But while trying to flash into the 5th board the tool is throwing some error " Failed to correctly configure JTAG chain".

But one thing we have noticed is that the signal IFC_OE is low always on the 5th board. 

Does it mean that the processor is having some issues?.

Please give us the suggestions.

Definitely. Please check the processor supply voltages, applied clocks and reset signals behaviour during power-up.
