Seems that you already refer to the discussion in https://community.nxp.com/t5/S32K/Open-SDA-P-amp-E-Error/td-p/1497523

Did you download the Kinetis_Recovery_Utility.zip from there? PEMicro USB Multilink Universal Rev C should able to use to test. But please update it's firmware first.
