kernel/crypto-hse key catalog format sevice failed on HSE_SRV_RSP_NOT_ALLOWED(0xAA55A21C)

hi nxp experts:

   I am trying do key format in A53 kernel in hse_probe(), an error occur as below. 

probe failed

 This is first HSE_fw installlation,  as describe in api_reference_manual.pdf doc,and API comment, cust_del with super user right or HSE_STATUS_INSTALL_OK is clear is one of the conditions

I have check the mu.fsr register to make sure I am in HSE_STATUS_INSTALL_OK is clear and cust_del with super user right(mu status 0x2920). 

Why key catalog format request still not allowed? any other pre condition need to check in kernel?(I try the same process flow in uboot(nxp demo code), won't have this issue)
