I have found that the TWR-S12G128 Demostration board is loaded with a bootloader. The documentation for the board states this,

 

The OSBDM is pre-programmed with a bootloader application to

allow field updates. The USB bootloader communicates with a

GUI application running on a host PC. The GUI application allows

the user to update OSBDM firmware easily and quickly. Option

jumper JP401 enables the bootloader at startup. This option

header is not populated in default configuration. Refer to

Freescale Application Note AN3561 for details on using the

GUI application and bootloader. The application note may be

found at www.freescale.com or at www.axman.com/support.

 

Where can I get a copy of this bootloader and the PC software used for the updates.

You could download Firmware updater, PE drivers, design documents,…

Note: Firmware updater could be also used for updating firmware on other PEmicro debuggers like Multilink Universal (debugger for Freescale Kinetis, ColdFire V1/+V1, ColdFire V2-4, Qorivva 55xx/56xx, HCS08,  HC(S)12(X), RS08, and DSC microcontrollers). You have to change firmware prior programming different type of MCU - for example between e.g. Kinetis and S12.
