Could anybody from NXP help me to comment if I can use PTN3365 (NXP HDMI level shifter)
design in the circuit as attachment.

Yes, the 3.1V is HDMI DC level.
Before the PTN3365, the circuit has AC couple capacitors, so it will block DC level and become 0V. But the PTN3365 should change DC level of HDMI signal from 0V to 3.1V(HDMI DC level),is it correct? See below picture for more detail.

Thanks for the clarification, now I understand your question.
The answer is Yes, you can use the PTN3365 to change back the DC level of HDMI signal from 0V to 3.1V (HDMI DC level) after the AC couple capacitor.

Hi,
Unfortunately no, PTN3365 cannot modify the offset the of the signal, PTN3365 can only be used as a level shifter device to convert the voltage level of the HDMI signals.
