USB module reset bit is always 1, what may be the problem?

I have read this post, it should not be the same problem, it does not give the exact solution, but according to the description of the reply, I feel that it may not be the same problem, temporarily found a possibility, perhaps the hardware circuit problem, whether the CPEN of USB3340 must be connected with a power switch?
