TJA1100 with SPC58NG84E7 is not working, all configurations are made correctly but the Link_UP bit is not set correctly?

we are using the TJA1100 transciver with SPC58NG84E7, all configuration registers are set correctly according to the data sheet and the application note, all the bits in the status registers are as expected except for the REM_RCVR_STATUS and the LINK_UP, i also tried to connect my board to other Rx devices and different cables and the same result, i also swapped between master and slave mode and still the same porblem. i attach below my PHY registers values

Registers show that the PHY was successfully initialized and can not establish link with a remote partner. Typically this relates to problems with cable connections or MDI circuitry shown in figure 17 of the TJA1100 data sheet.
