In driver side, mac's cell-id is wrapped between 0~8, so eMac 9's cell-id 9 (set in DTS) is converted to 1 in driver side, while cell-id is used as macId, when driver takes macId, driver re-convert macId to macId + FM_MAX_NUM_OF_1G_MACS if phy-connection-type=XMGII. So if eMac 9 is set to fixed speed = 1Gbps, it's cell-id or macId must conflict with eMac's in driver side.
