      Where could I get the software tools to download bin or hex file to LPC54018 borad through LPC-Link 2 and JLINK？

If you have a J-link (or are using the J-link image of the development board) you can get the associated utilities for that from the SEGGER site:

SEGGER - The Embedded Experts - Downloads - J-Link / J-Trace 

Not all the utilities will work with the J-link OB / Jlink for LPC-Link2, but  the J-flash lite will, and can be used to program binary images, including programming of the off-chip flash.

The MCUXpresso IDE also includes a binary / AXF file programmer.
