Do you have the .axf project with IDE? If you use the IDE, it can downloaded the project with the Mutlilink.
But if you want to download the .axf, .hex, .bin file with the PE multilink directly without the IDE, you need to use the P&E's specific software:

More details, you need to check it with the P&E engineer.
If you use the IDE project, it will be very simple, you just need configure the debugger interface as P&E Multilink.
