is it possible use Ulink Programmer ? or any thing else universal programmer ?

Yes, it is possible to use the ULINK debugger with the kinetis k10 since the MCUXpresso IDE supports this tool.

 Also, you can check our recommended debuggers at the tab "Tools&Software" on this page Arm Cortex-M4|Kinetis K10 120 MHz 32-bit MCUs | NXP. These suggestions can be the P&E Universal Multilink or the LPC-Link2.
