Hi David,
The configuration can be linked to the project (all files included), folder or specific to a file.
If the properties is opened when the project is selected you will open the Project Properties.
If the properties is opened when a file is selected, you will open the file properties.
The File properties is applied on file only whereas the project properties is applied on all files included in the project.
If you open the file properties and click on "Restore Defaults" the options defined in the project properties will be applied.
If you've a specific Folder properties (different to project) when "Restore Defaults" is applied on file the options defined in the project are used.
