It is the micro controller in Motorola CDM series mobile radios and portables. We have a problem with some of these radios locking up on power up. On the test bench checking the circuit board all systems come on but the microprocessor stops all port outputs. If you hard reset the chip using the reset pin the radio will come to life. (Hard to do that in the vehicle). We were looking for info on freescale website but could not find any. The Radio schematics do not show all of the processor's pins. Though that you might have it by chance. Motorola high tech no help.

The 68HC11FL0 was a cost-reduced version of the 68HC11F1 that has some noise reduction features but no EEPROM.
Your best bet for a pin out is to use the data sheet for the 68HC11F1. It also includes a pin out for the 68HC11FC0 which is similar to the FL0 but lacks the former's ADC. I doubt you'll find a data sheet for the FL0 because it never appeared in any 68HC11 selector guides back in the chip's salad days.
