HW for programming LRAE into MC9S12C64

I can't get the LRAE programmed into the MC9S12C64 processor and just want to make sure what HW I need to do this.

I have this BDM http://www.m5k8.net/pl/hcs12/hcs12mem/

but it seems that it only can program a MCU that allready got the LRAE installed.

I have read a little about the TBDML but I can't figure out if it can program the LRAE.

What do I need to program the LRAE and how do I do it?

 I'm using the same podex  with hcs12mem tool. yesterday I programmed serial monitor bootloader into the same chip succesful.
