What NXP tools available for MPC5748G HSM firmware development?
I am using 5748G LCEVB and want to control HSM core.

Did you find which tool can support HSM?. I just download S32 but there is non option for HSM.
When i selected MPC5748G process there is olny Z4, Z2 core. I need Z0 core eviorment for HSM.
Not yet. I asked NXP support about this and waiting for reply.
What I understand is as HSM documentation is guarded by NDA and so the S32DS could be? or might need special license?

Are you referring to compiler? (S32DS or GHS for example)

development.

Use S32DS if you like.
