I have MCAL drivers for MPC560 and MPC563 microcontrollers (AUTOSAR 3.0 and 4.0). Can we use them to write MCAL drivers for SPC560 and SPC563 microcontrollers?

Definitely you can develop for your own the AUTOSAR MCAL drivers in a NXP microcontroller. It's not mandatory to purchase the NXP AUTOSAR MCAL.

Unfortunately, there isn't any NXP MCAL drivers can be used for an ST microcontroller.

Did I get it right ??? MPC microcontrollers can (of NXP) be used instead of SPC (of ST), but MCAL drivers of MPC microcontrollers (of NXP) can not be used for SPC microcontrollers (of ST) . Is it correct???

If you want to integrate the NXP MCAL driver into a ST microcontroller, then you need to use with your own risks. Although the hardware might be equivalent between these two microcontrollers, it remains the fact that the NXP MCAL is only verified with NXP microcontrollers, and we can't guarantee that there wouldn't be any issue when integrating a NXP MCAL software into a ST microcontroller, or whichever another company's microcontroller.
