I try setting vector catch in my environment but it returns an error message:

02: Failed to connect: Em(07). Invalid ACK returned from DP access.

If I set vector catch to false it works OK. My target is a LPC1113/301.

I am trying to use this since breakpoints do not work on the execute
after the code is loaded.

Just because the code appears to download, does not mean that you have configured SWD correctly. I fact given the problems you are having, I would say with 99.9% certainty, that you have not configured it correctly.

Can you please compare your schematic with the LPCXPresso schematic?

Yes it is my board. Yes there is enough power. I have checked the voltages.
The code image downloads OK. The board runs OK with my app after
a power cycle.

Is there a debug setting that connects to the target but does not flash
the code and does not run? Can a running app be captured if it was not
started by debug?

Is this your own board? As it is an LPC1113, I assume it is.

As you claim that breakpoints don't work and now you are getting this error when using vector_catch, I suspect that you have a hardware problem in your board.

Have you correctly wired up SWD? Is your board supplied with enough power?
