I am working with LPC1342. Should I be connecting both Vdd pins 8 and 44, and both Vss on 5 and 41? Or can I interface to just one of each?

I am etching a board and can't really connect all of pins on 1-sided pcb.

Yes, 100nF /402.

Also, both pairs of pins should be decoupled close to the chip.

Connect VDD under your LPC.
