Hi,

Table 121. SCT configuration register (CONFIG, address 0x5000 4000) bit description in the UM10601 LPC81x User manual Rev. 1.6 — 2 April 2014 describes the timer clock options as bus or bus prescaler. Based on Fig 3. LPC81x clock generation it looks like its actually the system clock. I just want to verify this and suggest updating the documentation to reflect that fact...

Yes, the SCT clock can be the same speed as the system clock.

I think that the User Manual is correct.  The prescalers that are referenced in the description are the prescalers built into the SCT.  See the SCT CTRL for details regarding the prescalers.
