Our KM34 device has the reset pin always low. The device seems to be keeping it low.
Due to this I am unable to program the device.
Any help or guidance is greatly appreciated.

Is this KM34 board designed by yourself? Have you downloaded the code to this chip before?
To an empty KM34 chip, the reset pin have the sawtooth wave is correct, after the chip is flashed, the reset pin will be high.
I think, you can use the JLINK associated with the JLINK command to check whether you can connect the ARM core or not?
If you can't find the core, it means your board hardware have problems. RESET is low won't influence the flash download.
