1. Have customer MC56F8014 board.

2. Need to burn bootloader into that. Downloaded codewarrior for DSP56800E V8.3, 

Click File->New->Precessor Expert examples stationery

clicked on project->Make

3. Have Multilink universal, made JTAG connections from multilink to MC56F8014 board. Made below connections: TCK, TDI, TMS, TDO, TVCC, GND 

4. From codewarrir, tried to Program->Debug, But i am getting error that CCS timeout error, can you please advise what could be issue?

5. How to flash bootloader in MC56F8014 by multilink universal?

As you know that the MC56F8014 was launched in 2005, it is very old.
I suppose that you use CodeWarrior for DSP56800E ver8.3 tools to generate the bootloader project, but the CodeWarrior for DSP56800E ver8.3 tools does not support Multilink Universal device, you have to use USBTAP device.
 
If you use CodeWarrior for MCU ver11.x, it supports Multilink Universal device, but it can not generate bootloader code.
In conclusion, if you want to generate bootloader, you have to use CodeWarrior for DSP56800E ver8.3 and USBTAP device and PC with Windows XP OS so that you can download with the tools.
 
BTW, the third party PEmicro has developed progdsc.exe tools, you can download S-Record file with Multilink Universal device.
In other words, the CodeWarrior for DSP56800E ver8.3 tools generate bootloader project, and compile/link, generate S-Record file, you can use progdsc.exe tools to download.
