On the i.MX RT1064, can I read/erase/write the on chip flash while executing in place from that flash at the same time?

Read is possible, XIP is a read operation by itself. For erase and write operations, please check the following links:

mxrt 1050 XIP from NOR 

At the same time it's not possible, because the MCU needs to get out of XIP mode and then made some write commands.
