I checked the codes, 1.1.0 release doesn't support MSI, only the legacy INTx mode is supported.
Standard PCIe EP should work well in Legacy INTx mode when MSI is not supported, refer to the PCI/PCIE SPEC.
Regarding to your log, the memory space required by PCIe EP device had been allocated by PCIe RC already.
The PCIe link is up, PCI/PCIe bus enumeration had been completed.
In the other words, the clocks, power, and memory map had been ready. and the PCIe EP is ready to use.
I don't know the exact reason why your driver can't register.

Can you trace into the codes and figure out the root cause?
