KW38:the sum of AdvertisingData and ScanRspData

The sum of AppAdvertisingData and AppScanRspData cannot be greater than 31 bytes.

In my understanding,The maximum value of  AppAdvertisingData is 31 bytes, The maximum value of AppScanRspData is also 31 bytes, The sum of the two is 62 bytes, why can kw38 only reach 31 bytes.
