In the row VXWORKS BSPs, click "Devices", and you'll the supported devices list, there is no MPC8309 in the list.
Also on Windriver website of BSP list for Freescale:
Locate by Vendor - Freescale, Inc. - Wind River Board Support Packages
In the "Processor Family" column, choose "Freescale MPC83xx", you'll find that there are WRL4.3 and 4.2 for MPC8306 MPC8309, no VxWorks for MPC8309.
For MPC8309, Freescale provide "Linux BSP for Freescale MPC8309-KIT" which is available from:
BSPs for Power Architecture|MPC83xx|Freescale
