Why no timestamp in the META frame of SJA1105

Hello: 

   I want to know why no timestamp int the follow meta freme in the example figure shown belong?

 I have config the SEND_META[0/1] set int the General Parameters table, but there is still Zeros in the frame. By the way , the structure of META frame seems not fit with the UM11040

are the "21 d9 1b c2 " is the timestamp Lower part? I want to confirm ,thanks!
