weston.ini is invalid

I set export XDG_CONFIG_DIRS="/etc/xdg/"  And configure weston.ini, but the configured parameters do not work, invalid，

E.g,

vi /etc/xdg/weston/weston.ini

#[shell]
#size=1920x1080
panel-location=none
background-color=0x00FFFFFF

Can you tell me what if modifying the parameters does not work?
