i.MX233 Board not powering up

Hello,

I have a custom board designed based on the i.MX23 CPU. When I powered the Battery input with 3.7V, the VDDXTAL is not giving out 1V. Since the VDDXTAL is source for turning ON the board with PSWITCH, I am unable to get the voltage on any other rails. Since the PMIC is internal and OFF, none of the power supply rails are active.

We have already designed i.MX23 based custom board which was working properly. This is a new design (with small changes from previous version) which is having this issue.

What are the reasons for the VDDXTAL not going to 1V (it is always 0V) ? I have probed the crystals, they too seem to be not powered and there is no clock.
