The screenshot in this PDF looks like taken from a buildroot session. But indeed: Kconfig is a concept that is used in Yocto as well. Hence I'd suggest that the accompanying text is not updated to current Yocto version or simply is too ambiguous...

The 5.10.9v BSP does not support buildroot, but in general that's is for adding the camera sensor to kconfig.
