my board is i.MX8M Mini. Build SDK for windows without MCUXpress IDE ...

i.mx8 SDK isn't supported by IDE, you can find thd release note in the SDK document:

The MCUXpresso SDK was compiled and tested with these development tools:
• IAR Embedded Workbench for ARM version 8.30.2
• Makefiles support with GCC revision v7-2017-q4-major from Arm Embedded

I got the same error for the processor-MIMX8QM6-SDK ...

In user guide I found this: "If an error of the form MCUXpresso IDE was unable to load one or more SDKs is seen, the most likely reason is that the SDK was not built for MCUXpresso IDE"

But I can't create the SDK in builder for the MCUXpresso IDE! This can't be choosen in SDK builder.
