I could not say that the T2080 datasheet provides the list of power rails only. Its section 3.2 “Power sequencing” clearly says that power rails must be applied in a specific sequence and requires all supplies be at their stable values within 400 ms. Notice T2080 based system may require the VDD supplies ramp prior to any of the I/O power. Because there is a brief period as the VDD powers up that the I/Os associated with applied I/O supply may go from being tristated to an indeterminate state (either driven to a logic one or zero).
