S32K311 flash sector locked

I'm using S32K311, IDE version is S32DS 3.5 with RTD 4.0.

When I used Jlink v7.94 to program my .elf file, I encountered problem below :

ERROR: Failed to erase sectors 0 @ address 0x00400000 ((sector is locked)) 

Jlink can connect to MCU but I can't write, erase flash sector or chip.

I tried "unlock kinetis" and "erase all pin.jlk" in command line while under reset, but it also can't unlock either.

Is anyone encountered the same problem? Please let me know how to fix this.
