The total jitter = total deterministic jitter + 14.069 * square root of sum of random jitter squared assuming BER 10E-12. thus answer to your question is yes take the RMS of random jitter at integration range then multiply it by 14.069 then add any deterministic jitter to the sum which should be under 11ps per our spec.
