LS1021A ethernet interfaces (devel is the detail)

According to the LS1021A datasheet and ref manual summary part, it is implied that all Ethernet controllers (1-3) support the RMII interface. But when you dig deeper into the register settings on P260-261 it seems that the LS1021 only supports 1x RMII port (the other two is MII) !? Is this correct?

Yes, only eTSEC3 supports RMII on LS1021A. Note also that  eTSEC1/eTSEC2  MII is mutually exclusive with any eTSEC3 parallel interface due to signal multiplexing. See LS1021ARM, Table 3-13 for details.
