what is the purpose of these two queues?

i have a sample code for Bluetooth QN9080 (Proximity reporter) .

here i am noticed  two queues are initialized,

could you please tell me why these  queues are  initialized and initially what value inside the  queue?

Could you please check the BLE Application Developer's Guide which it's available in the documentation folder of your downloaded SDK.? 

Also, please remember that you can see the different variable's value's when debugging with IAR.
