VCC and GND Short & Micro continuously RESETs .....

I am using MPC5567 board for which the VCC and GND is shorted and m unable to find from which component. However I am able to observe 5v and 3v exactly at all the voltage outputs.Now I am unable to flash the microcontroller. Anybody faced and have overcome similar problem ? Please let me know any possible solution fro the same.
