   I checked datasheet of TEF1044 ,and find it described as below,for the situation of Vth(bsel)(p-p)<100mV , I want to know does it include Vth(bsel)(p-p)=0mV?

Yes,  Vth(bsel)(p-p)<100mV includes Vth(bsel)(p-p)=0mV.
